PMJAY: Arogya mitras to be recruited for implementation of Jan Arogya Yojana


The National Health Agency (NHA) Sunday clarified that arogya mitras for implementing the Centre's Pradhan Mantri Jan Arogya Yojana (PMJAY) are not being recruited by it or any human resource agency. The statement from the NHA, the apex implementing body of the national health insurance scheme, came after some individuals and agencies claimed that they were recruiting arogya mitras for implementing the scheme.
The PMJAY was launched from Jharkhand by Prime Minister Narendra Modi last Sunday.  The government has set a target of appointing 1,00,000 arogya mitras by the end of this year at private and state-run hospitals to assist patients in availing benefits under the PMJAY. They will also run help desks, check documents and redress grievances at hospitals.
Individuals and agencies online or otherwise claiming to conduct such "illegal recruitment" are under law liable to be prosecuted, chief executive officer (CEO) of Ayushman Bharat-PMJAY,Indu Bhushan, said. The Health Ministry has signed a pact with the Skill Development Ministry for training the arogya mitras for the smooth implementation of the scheme.
Dinesh Arora, deputy CEO,NHA said the arogya mitras will be recruited by the hospitals. "We have told the hospitals that local staff should be given first preference and should be designated as arogya mitras as they know the staff and work procedures and patterns of the hospital concerned.
"If at all needed they should hire people from outside, no recruitment agency should be involved in the process," he said 
"The Ayushman Bharat-National Health Protection Mission (AB-NHPM), which was renamed the PMJAY, seeks to provide a coverage of Rs 5 lakh per family annually, benefiting more than 10.74 crore poor families for secondary and tertiary care hospitalisation? through a network of Empanelled Health Care Providers (EHCP)."
The PMJAY will provide cashless and paperless access to services for the beneficiary at the point of service. It will help reduce catastrophic expenditure for hospitalizations, which impoverishes people and will help mitigate the financial risk arising out of catastrophic health episodes.

As the death toll in the devastating earthquake and tsunami that hit Indonesia’s island of Sulawesi increased to 832 on Sunday, shocking videos of the trail of destruction left behind have begun to emerge. With rescuers scrambling to try to find trapped victims in collapsed buildings in the city of Palu, a video showed how a portion of land turned into mud and resulted in a landslide. Several roads have been severely damaged and blocked by landslides, making it difficult to reach some regions.
Another video shows a man trying to warn people as the tsunami approaches Palu, which was hit by waves as high as 20 feet following the 7.5 magnitude earthquake on Friday. The video shows water-bearing whirls of debris rushing in as people shout in alarm and flee the spot.
With most of the confirmed deaths from Palu, authorities are bracing for the death toll to rise further as reports filter in from outlying areas, in particular, Donggala, a region of 300,000 people north of Palu and close to the epicentre of the quake, and two other districts. Vice President Jusuf Kalla said the toll could rise into the thousands.

'Extraordinary' Cristiano Ronaldo Helps Juventus-Perfect Start With Napoli Win

Mario Mandzukic scored in each half as Juventus came from behind to beat ten-man Napoli 3-1 and open up a six-point lead on Carlo Ancelotti's side at the top of the Serie A table. Portuguese superstar Cristiano Ronaldo played a role in all three goals as Massimiliano Allegri's side ensured a maximum 21 points after seven games. Napoli are on 15 points, after falling to their second defeat of the season. 







"Ronaldo is enjoying his football, he has integrated very well," said Allegri.
"He's an extraordinary player, the passing is exceptional, and tonight was the best Ronaldo of the season, along with the high-level half-hour in Valencia."
In Turin, Ancelotti's first trip to his former club got off to a promising start when Jose Callejon volleyed for Dries Mertens to open the scoring after ten minutes.
But Ronaldo set up Mandzukic to head in the equaliser after 26 minutes.
The momentum then swung to Juventus with a Ronaldo effort ricocheting off the post and into the path of the onrushing Croat who tapped in four minutes after the break.
Napoli were struggling after Portuguese left-back Mario Rui was sent off on 58 minutes for a second bookable offence.
Ronaldo headed towards goal after a corner with centre-back Leonardo Bonucci sliding in the third on 76 minutes.
"I think the referee made a superficial decision. Mario Rui got the second yellow card after a good long wait to consider it," said Ancelotti.
"I was angry at my team because we started strong and took the lead, but then started getting sluggish and allowed Juventus to regain their confidence."
Both teams are in Champions League action next week with Juventus hosting Swiss club Young Boys without Ronaldo, who has a one-match ban after he was controversially sent off in the win over Valencia.
Napoli play at home against last year's runners-up Liverpool.
Earlier Lorenzo Pellegrini came off the bench and lifted Roma to a 3-1 win over bitter city rivals Lazio to revive his side's stumbling start to the season.
Eusebio Di Francesco's team had plunged into crisis after a 2-0 defeat to Bologna, but have now claimed consecutive wins for the first time this season after their 4-0 victory over Frosinone in midweek.
The win ended Lazio's four-match winning streak in Serie A and lifts Di Francesco's side into fifth just behind their city rivals with 11 points from seven games.
"We reacted as men today, which was what I had asked for," said Di Francesco.
"This performance means the team hasn't lost its identity or idea of football. I saw the difference in their faces and their eyes today, and it showed on the pitch."
Pellegrini came on after 35 minutes in place of Argentine Javier Pastore who hobbled off with a suspected calf injury.
And the 22-year-old transformed the must-win match in the Italian capital, opening the scoring just before half-time with a back-heel flick.
Lazio ace Ciro Immobile missed a chance for the equaliser moments later, but made no mistake after 67 minutes with an angled drive following a howler by Roma's Argentine defender Federico Fazio.
But minutes later Aleksandar Kolarov fired Roma ahead again after Pellegrini won a free kick which the Serb sent through the Lazio wall, to achieve the rare exploit of scoring for both Roma and former team Lazio, in 2009.
Fazio made up for his earlier error with Roma's third goal, heading a Pellegrini free kick into the far top corner four minutes from time.
"It hurts to lose a derby," said midfielder Marco Parolo, "but we have to look ahead, this team has shown they are able to get up and start again. We are still ahead of them."
Di Francesco's side take on Czech club Plzen in the Champions League on Tuesday.
Inter Milan warmed up for their Champions League trip to PSV Eindhoven with goals in either half from Lautaro Martinez and Matteo Politano giving them a 2-0 win over Cagliari at the San Siro.

China’s new combat aircraft makes debut flight


China’s indigenously-built new multi-role combat aircraft for exports has made its debut flight, the state-run media reported Saturday.
The FTC-2000G, a new multirole combat aircraft developed for export by the State-owned Aviation Industry Corp of China, (AVIC) made its debut flight on Friday in the southwest Guizhou province, state-run China Daily reported.
The FTC-2000G aircraft flew for about 16 minutes. More than 1,000 people, including AVIC executives and provincial leaders as well as ambassadors and military attaches from several nations, took part in the ceremony marking the debut flight, it said.
China in the recent past has developed a range of fighter jets including a stealth aircraft. It also jointly produces JF-Thunder aircraft with Pakistan.
However, China is yet to develop an engine of its own for the jets and mostly imports it from Russia.
According to AVIC, the aircraft is tasked mainly with air strikes against ground targets.
The FTC-2000G is a fixed-wing, multi-role combat plane tasked mainly with airstrikes against ground targets. It can also be used as a fighter jet or trainer aircraft, AVIC said in a statement.
Equipped with modern radar and fire-control systems, it is capable of staying airborne for three hours in a single operation and can carry as much as 3 tonnes of missiles, rockets or bombs, AVIC said, adding that it is equipped with air-to-surface weapons.
Hu Jianxing, chief designer of the FTC-2000G at Guizhou Aviation Industry, said the aircraft features high operational economy and can carry out tasks in all weather conditions and at night.
With the proper equipment, the aircraft will also be able to perform reconnaissance or electronic-warfare operations.
“The aircraft can fulfil a wide range of tasks, ranging from flight training and close-in air support to long-distance penetration airstrikes and air escorts,” he told the daily.
It took less than two years to develop the jet, the AVIC said, adding that the twin-seat plane is a modified version of a new type of advanced training jet that has been deployed by the Chinese Air Force and Navy.
The aircraft has a maximum speed of 1.2 Mach, or 1,470 kilometers per hour, a maximum take-off weight of 11 metric tons, a maximum flight range of 2,400 km and an operational flight ceiling of 15 km.
Though the FTC-2000G will face competition from South Korea’s FA-50 and Italy’s M346, it will enjoy a pricing advantage, another daily, Global Times, quoted experts as saying.
As a light-duty attack aircraft or fighter jet, it is a replacement for old models such as China’s J-7 and the former Soviet Union’s MiG-21.
China delivered six FTC-2000s, FTC-2000G’s predecessor, to Sudan in May, according to UK-based Jane’s Defence Weekly.

The importance of Gauguin to modern art is his expression of remembered experiences rather than in the momentary perceptual experience, a “synthesis.”

Less known of Gauguin are his other works in ceramics, woodwork, sketches and engravings.

The Tata Group retained the iconic Taj Mansingh Hotel in Lutyens' Delhi in an auction by the New Delhi Municipal Council (NDMC) on Friday after years of litigation at doubled license fees, an official said.
The fiercely fought auction with rival group ITC, also bidding for the hotel, began 11 am and ended 4 pm.
The auction was pending since the lease had expired in 2011 and the Tata group were operating the property on temporary extensions.
The lease for the hotel will be granted to the group for 33 years at double the license fees.
"The Tata group's Indian Hotels Company Limited (IHCL) has retained the property at a license fees of Rs 7.03 crore per month including GST or 32.50 per cent of the gross turnover of the property. Earlier, they were paying Rs 3.94 crore per month as license fees," a senior NDMC official told PTI.
Failing to auction the luxury hotel in two attempts, the NDMC had last month decided to relax the eligibility criteria for bidders and reduce the minimum number of bids required.
The auction had to be put off twice as it got less than the required number of bids for the five-star property to go under the hammer.
Earlier, the civic body had issued an annulment notice for the e-auction in June when it had to be cancelled as only IHCL -- the existing operator -- had submitted its bid for retaining the property.
The Taj Mansingh was given to the Tata group in 1978 on a lease for 33 years, which ended in 2011. The company was since given nine temporary extensions.
However, the civic body could not auction the property then as it was tied up in a legal battle with the IHCL.
"We are delighted that the iconic Taj Mahal, New Delhi which has been an important part of the cultural and historic fabric of the national capital, will continue to remain a part of the IHCL family," Puneet Chhatwal, managing director and chief executive officer, IHCL, said.
"We would like to thank our customers for their enthusiastic support and our employees, who have always offered exceptional service to our guests for over 40 years.
"We look forward to investing in the hotel and taking it to new heights of Indian hospitality. The Taj legend will continue to serve Delhi with elegance and charm," he said.

Indonesian city hit by tsunami after 7.5 magnitude earthquake

A powerful earthquake rocked the Indonesian island of Sulawesi on Friday, triggering a 3-meter (10-foot) -tall tsunami that an official said swept away houses in at least two cities.
Disaster agency spokesman Sutopo Purwo Nugroho said in a TV interview that the tsunami hit Palu, the capital of central Sulawesi province, and a smaller city, Donggala.
He said houses were swept away and families were reported missing. Communications to the area were disrupted.
“The cut to telecommunications and darkness are hampering efforts to obtain information,” he said. “All national potential will be deployed, and tomorrow morning we will deploy Hercules and helicopters to provide assistance in tsunami-affected areas.”
Indonesian TV showed a smartphone video of a powerful wave hitting Palu with people screaming and running in fear. The water smashed into buildings and a large mosque already damaged by the quake.
The region was rocked by a magnitude 7.5 earthquake Friday and numerous strong aftershocks including one of magnitude 6.7.
The chief of the meteorology and geophysics agency, Dwikorita Karnawati, said the tsunami waves were 0.5 to 3 meters (1.6 to 10 feet) high. She said the tsunami warning triggered by the biggest quake, in place for about half an hour, was lifted after the tsunami was over.
Palu’s airport halted operations for 24 hours due to earthquake damage, according to AirNav, which oversees airline traffic in Indonesia.
Mirza Arisam, a resident of Kendari, the capital of neighboring Southeast Sulawesi, said his uncle and his family of five, including three children, were holidaying in Palu and unable to be contacted after the tsunami.
Central Sulawsi was hit earlier Friday by a magnitude 6.1 earthquake that based on preliminary information killed one person, injured 10 and damaged dozens of houses.
Television footage showed people running into the streets. Woman and children wailed hysterically in a video distributed by the disaster agency, which also released a photo showing a heavily damaged department store.
“All the things in my house were swaying and the quake left a small crack on my wall,” Donggala resident Mohammad Fikri said by telephone.
Indonesia is prone to earthquakes because of its location on the “Ring of Fire,” an arc of volcanoes and fault lines in the Pacific Basin.
In December 2004, a massive magnitude 9.1 earthquake off Sumatra in western Indonesia triggered a tsunami that killed 230,000 people in a dozen countries.

Facebook reveals security breach affecting 50 million user accounts



Facebook says it recently discovered a security breach affecting nearly 50 million user accounts.
In a blog post , the company says hackers exploited its “View As” feature, which lets people see what their profiles look like to someone else. Facebook says it has taken steps to fix the security problem and alerted law enforcement.
To deal with the issue, Facebook reset some logins, so 90 million people have been logged out and will have to log in again. That includes anyone who has been subject to a “View As” lookup in the past year.
Facebook says it doesn't know who's behind the attacks or where they're based.
The hack is the latest security headache for Facebook, which has been dealing with political disinformation campaigns from Russia and elsewhere since 2016.

SC upholds women’s right to worship at Kerala’s Sabarimala temple

In another landmark judgment, the Supreme Court Friday allowed women, irrespective of their age, to enter Kerala’s  Sabarimala temple. A five-member constitution bench comprising Chief Justice of India Dipak Misra, Justices Rohinton Nariman, AM Khanwilkar, DY Chandrachud, and Indu Malhotra, in a 4-1 majority, struck down provisions of The Kerala Hindu Places of Public Worship (Authorisation of Entry) Rules, 1965 that banned women between the age of 10 and 50 from the temple. The practice had been in place for centuries.
Justice Malhotra, the lone woman on the bench, had a dissenting view.
Delivering the judgment for himself and Justice Khanwilkar, CJI Misra said Ayyappa devotees do no constitute a separate religious denomination. “Patriarchy in religion cannot be allowed to trump right to pray and practise religion. Any rule based on biological characteristics cannot pass muster of constitutional test. Ayyappa devotees do no constitute a separate religious denomination,” CJI Misra said. The Travancore Devaswom Board (TDB) had argued in court that they should be allowed to make the rules for the Sabarimala temple as they form a denomination.

Justice Chandrachud, in his opinion, said, “Religion cannot be cover to deny women right to worship. To treat women as children of lesser God is to blink at Constitutional morality. Physiological features cannot be a ground for denial of right.”
Justice Malhotra, meanwhile, said, “What constitutes essential religious practice is for the religious community to decide not the court. Notions of rationality cannot be brought into matters of religions.” She went on to say, “Balance needs to be struck between religious beliefs on one hand and cherished principles of non-discrimination and equality laid down by Constitution on the other.”
Justice Malhotra further stated that the present judgment won’t be limited to Sabarimala, it will have wide ramifications and that issues of deep religious sentiments shouldn’t be ordinarily interfered into.
Reacting to the developments,  A Padmakumar, president of Travancore Devaswom Board, said they will file a review petition after securing support from other religious heads.
The judgment came over a clutch of petitions challenging the ban, which was upheld by the Kerala High Court. The High Court had ruled that only the “tantri (priest)” was empowered to decide on traditions. The petitioners, including Indian Young Lawyers Association and Happy to Bleed, argued in court that the tradition is discriminatory in nature and stigmatised women and that women should be allowed to pray at the place of their choice.
Ayyappan of Sabarimala is worshipped as a celibate god. Pilgrims assume the identity of Ayyappan once they take the initiation vows for the pilgrimage. They are expected to practice celibacy and abstinence during the 41-day vratam. That Sabarimala stands out among Kerala’s temples spaces for its accommodation of all devotees irrespective of religion and caste has helped the shrine administrators to evade the rights test — in this case, that of women of a particular age group. The unique and site-specific tradition also kept it outside the purview of temple entry protests that had rocked Travancore, Kochi and Malabar, which together became Kerala in 1956.
